1. Project Background and Objectives

As a landmark of urban administration and culture, Shenzhen Civic Center features a unique architectural form with its 480-meter-long wave-shaped roof and red-and-yellow twin towers, providing a natural platform for light shows. This proposal aims to integrate light and shadow art with technology to create a nighttime landscape IP that combines urban image promotion, cultural display, and citizen interaction, thereby embodying Shenzhen's city spirit of “innovation, openness, and inclusivity.”

The core objectives of the project include: enhancing the nighttime cultural and tourism value of the Futian Central District, attracting over 3 million visitors annually; establishing a “technology + culture” city brand, creating themed chapters in conjunction with major festivals and city events; and establishing a standardized operational management system to achieve safe, environmentally friendly, and efficient sustainable operations.

2.Theme and Creative Design

1.Core Theme StructureA two-tiered structure combining “Eternal Theme + Dynamic Chapters”:

Eternal Theme “The Light of Pengcheng”: Based on the silhouette of the Civic Center building, the gradual changes in lighting across 43 interconnected buildings showcase the rhythmic beauty of the city skyline, symbolizing Shenzhen's boundless vitality.

Dynamic Chapters: Updated to align with major events, including a special edition marking the 45th anniversary of the establishment of the Shenzhen Special Economic Zone (a key focus for 2025), a Spring Festival “Fu Culture” edition, and a National Day tribute edition, among others. Each chapter lasts 15 minutes.

2. Creative Expression Techniques

Drawing inspiration from the Huaxiangbei Lantern Festival's integration of “intangible cultural heritage + technology,” the Civic Center light show incorporates:

Digitalization of Intangible Cultural Heritage Elements: Traditional patterns such as Guangdong lion dance and Chaozhou embroidery are transformed into light language, forming dynamic totems on the facades of the twin towers.

AI Interactive Segment: Audience members can use a WeChat mini-program to draw patterns, which are projected in real-time onto the glass facade of the Civic Center.

Drone Formation Coordination: During the climax of the thematic chapters, 300 drones form aerial formations such as “The Soaring Phoenix,” synchronizing with ground-based lighting effects.

3. Technical Implementation Plan

1. Hardware System Configuration

Lighting System: Utilizes 1.18 million LED point light sources, with 2-watt small point light sources for building contour highlighting and 15-watt large point light sources for primary visual presentation. 90% of the products are sourced from local Shenzhen-based companies. All lighting fixtures comply with GB/T 24823-2009 “Performance Requirements for LED Modules for General Lighting,” with color temperature controlled between 3000K and 6500K.

Control System: The system adopts a “central control console + distributed control units” architecture, transmitting commands via fiber optic cables with 4G network backup, ensuring synchronization error of ≤0.1 seconds across 43 buildings.

Supporting Equipment: Eight laser projection points are installed at the summit of Lotus Mountain and the Civic Square, integrated with a fog system to create aerial light and shadow effects.

2. Installation and Deployment Plan

Building Facade: Aluminum alloy channel-mounted recessed lighting fixtures are used, with colors matching the building's curtain wall. Point light source spacing is controlled within 30 cm to ensure visual continuity.

Key Areas:

Wavy Roof: Use linear lights to outline the contours, combined with wall-washing lights to highlight the curved surface texture.

Red and Yellow Twin Towers: Use floodlights to emphasize the building's texture, with laser lights installed at the tower tops as visual focal points.

Citizen Square: Embed interactive sensor lights into the ground to create ripple light effects when viewers step on them.

3. Content Production Standards

Resolution: Each building facade is produced at 1024×768 pixels, with synchronized visuals using 4K video wall technology.

Frame rate: 25 frames per second to ensure smooth dynamic effects.

Color system: Uses the DCI-P3 wide color gamut standard, balancing LED display characteristics with visual impact.

4. Operational Management Plan

1. Schedule

Regular Sessions:

Summer and Autumn (April–October): 7:30 PM, 8:30 PM, 9:30 PM (three sessions daily)

Winter and Spring (November–March): 7:00 PM, 8:00 PM, 9:00 PM (three sessions daily)

Suspension Schedule: Dynamic lighting will be turned off on Sundays and special dates such as Qingming Festival and July 7, with only interior lighting retained.

Special Arrangements: Special reservations will be available three days prior to statutory holidays, with an additional 6:30 PM session added.

2. Viewing Area Management

Four core viewing areas are designated:

1. South Square of Civic Center (level-viewing, reservation required)

2. Lotus Mountain Summit Square (panoramic view, no reservation required)

3. Jintian Road Corridor (side view)

4. Central Book City Rooftop (close-up view)

Reservation System: Reservations are made via the “i Shenzhen” app on a time-slot basis, with 20,000 slots released daily, and each person limited to 3 reservations per month

Crowd Control: The instantaneous capacity of each zone shall not exceed 5,000 people. A warning mechanism will be activated when the capacity reaches 80%.

3. Safety Measures

Personnel Security:

1,200 police officers and 200 security personnel will be deployed, with iron barriers set up in key areas.

Three medical emergency stations will be established, equipped with AED devices and medical personnel.

Traffic Control:

Implement “exit-only” crowd control measures at the Civic Center Station and Youth Palace Station.

Prohibit social vehicles from parking on surrounding roads from 7:00 PM to 10:00 PM, and add 100 temporary shuttle buses.

Equipment Safety:

All lighting fixtures have an IP65 protection rating to withstand typhoons and heavy rain.

Establish a dual power supply system to ensure a switch to backup power within 30 seconds in case of a power outage.

5. Budget and Environmental Considerations

1. Budget Composition

Initial Investment:

Equipment Procurement: 189 million yuan (including LED lighting fixtures, control systems, and drone formations)

Installation Engineering: 45 million yuan (including building reinforcement and cable laying)

Content Production: 8 million yuan (first-year theme creation)

Operating Costs:

Electricity Costs: Approximately 728 yuan per event, averaging approximately 800,000 yuan annually

Maintenance Costs: Approximately 3 million yuan annually (including equipment replacement and system upgrades)

Labor Costs: Approximately 5 million yuan annually (including technical staff, security, and cleaning)

Safety measures: Refer to standards for similar events; safety budget for major events is 1.38 million yuan per event

2. Environmental protection measures

Light pollution control:

Light fixtures use a cut-off design to ensure that 90% of the light is projected onto the building facade

Brightness in the direction of surrounding residential areas is controlled below 50 cd/m²

Energy-saving measures:

Use first-class energy-efficient LED products, which are 60% more energy-efficient than traditional light fixtures

During non-performance periods, only 30% of basic lighting is retained.

Waste Management:

Heavy Rain Warning: Activate rain covers to protect critical control equipment  ;Open the underground space of the Civic Center as a temporary shelter area

2. Emergency Incident Response

Overcrowding: Level 1 Response (30% overcapacity in a single zone): Implement one-way traffic guidance;Level 2 Response (50% overcapacity): Suspend entry of new visitors, broadcast guidance for crowd dispersion;Level 3 Response (crowd congestion emergency): Immediately close entrances, initiate full-scale evacuation

Equipment Failure:

Single-building failure: Automatically switch to independent backup footage;System crash: Immediately switch to basic lighting, apologize via broadcast, and arrange for refunds

3. Information Release Mechanism

Establish a multi-level information release system: Official channels: “i Shenzhen” app, Shenzhen Emergency Office SMS platform;On-site channels: Electronic screens, broadcasts, verbal notifications by on-duty personnel;Media channels: TV station rolling subtitles, real-time broadcasts on traffic radio stations。

7. Promotion Plan

1. Online Promotion

Social Media: Launch the #Pengcheng Light and Shadow Challenge# on Douyin, inviting users to create content related to light shows.

Live Streaming Strategy: Collaborate with Bilibili to conduct 4K live streams six times a week, inviting content creators to provide on-site commentary.

Mini Program Interaction: Develop the “Light and Shadow Memories” H5, allowing users to generate personalized light show postcards.

2. Offline Collaboration

Transportation Hubs: Display dynamic posters at subway stations and bus stops showcasing the current theme

Commercial District Collaboration: Partner with nearby shopping malls like COCO Park to offer “performance + shopping” discount packages

Annual Evaluation: Invite expert teams to conduct a comprehensive assessment of artistic impact, social value, and economic benefits。
